JOB SUMMARY: Americas Logistics Combat Support Agency The Defense Logistics Agency (DLA) is a U.S. Department of Defense (DoD) agency. DLA provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides logistics support to other DoD Components and certain Federal agencies, foreign governments, international organizations, and others as authorized.

DUTIES:Back to top DUTIES: As a Budget Analyst (PD# H1U6876), you will be responsible for the following duties:
  • Performs all aspects of the programming, forecasting, resource management and review and analysis function for DLA Energy Okinawa.
  • Formulates, develops, justifies and submits budgetary requirements based on analysis of inputs from the command regarding future requirement and priorities.
  • Manages and controls funding between all budget projects and budget programs, activity codes, with authority to adjust allocated funds within the overall authorization.
  • Monitors the use and rate of expenditure of budgeted funds through a continual review of written documents and statistical reports and ongoing dialog with program managers and their staffs.
  • Prepares budget updates and status presentations.
  • Identifies, prepares, and evaluates cost estimates in terms of long range goals and objectives. Develops long range (3 to 5 years) budget requirements for inclusion in the Program Objective Memorandum (POM). 
  • Evaluates alternate solutions with recommendations to enhance efficiency and effectiveness of operations.
  • Develops plans and provides recommendations for corrective actions.
  • Identifies, analyzes and resolves budgetary problems involving conflicting goals and objectives.
 This is a DoD civilian expeditionary workforce position.  The incumbent will be designated as emergency essential (E-E).  In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations.  The incumbent may be required to take part in readiness exercises.  This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall.  Positions identified as E-E are subject to deployment to combat support situations.  Deployment will be via Temporary Duty (TDY) orders.  Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Specialized Experience: To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and that is typically in or related to the position to be filled.  Examples of specialized experience are identified in the Major Duties section of this vacancy announcement and may also include:
  • Develops operating budgets and programs
  • Performs financial analysis and justification relative to specific operating programs
  • Collects and analyzes financial data
  • Reviews, researches, analyzes and provides financial guidance related to the development, formulation and justification and submission of budgetary requirements
  • Prepares approved operating programs with financial objectives
B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience.
Your qualifications will be evaluated on the basis of your level of competency (knowledge, skills, and abilities) in the following areas:
  • Knowledge of financing methods, funding policies and procedures
  • Skill in financial analysis techniques and methods
