Description
Supports the HR division to address and ensure compliance with labor and employment laws and regulations and other applicable regulations and standards (e.g., The Joint Commission, Hawaii Department of Health). Researches, plans, develops, executes, and monitors a broad portfolio of compliance systems and initiatives to enable organizational compliance with all applicable Federal, state labor and employment laws and regulations, as well as overseeing the protection of organizational assets. On an on-going basis, researches and interprets regulations, accreditation requirements and laws to establish compliance standards. Develops and delivers training and communications/change management relative to new standards. Assesses organizational systems (including physical, process, and data related) to determine gaps in compliance and opportunities for remediation. Advises the organization on HR related compliance matters. Conducts audits and assessments. May investigate violations of compliance policy, laws, regulations, etc. or conduct on-going monitoring and reporting to ensure remediation. Provides program management, analytic support services and technical expertise. May be responsible for project management relative to new compliance initiatives, or annual processes.
Essential Functions:
Responsible for Human Resources issues, systems, programs, policies, procedures, reports and documents related to the on-going preparation to meet Joint Commission, CMS, and DOH standards/regulations.
Serves as a representative to and spokesperson for regulatory reviews/issues during the Joint Commission Survey (TJC), Department of Health (DOH) audit & Center for Medicare/Medicaid or Medical Services (CMS), and others as needed.
Fosters comprehensive compliance management through a series of activities to comply with all applicable regulations and statutes.
Identifies compliance accountabilities and internal and external resources to develop compliance work. Develops formal compliance plans in high risk areas and participates in development of appropriate internal audit plans and conducts audits and monitoring to ensure compliance.
Leads small to midsize work streams of a large program. Participates and establishes compliance-related committees/work groups and manages external agency relations.
Ensures effective strategies for compliance. Implements baseline and formulates trend information, data and reports for ongoing risk assessment processes.
Provides high quality and cost effective project management, analytic support services and technical expertise.
Leads multiple efforts and projects on problems of complex and diverse scope. Projects assigned are designed to facilitate attainment of key organizational objectives and involve multiple functional areas. Projects may be related to developing and maintaining an organization-wide infrastructure and networks to support HR compliance program activities.
Keeps key contributors abreast of potential scope or quality issues and corrective actions. Provides information and reports to leadership. Partners with relevant departments, staff and work groups to accomplish strategic goals
Instructs and educates on all aspects of HR regulatory compliance and projects. Coordinates multidisciplinary teams committed to achieving specified goals of highly visible, complex and multi-faceted projects. Establishes effective professional business relationships with all levels of management. Develops project documentation and status reports for leadership and other key clients to facilitate sharing of project outcomes and department efforts. Makes formal presentation to various audiences.
Provides leadership support and consultation on the design, development and implementation of all HR compliance program efforts.
Provides leadership and direction for HR regulatory compliance. Exercises judgment within broadly defined policies, standards, and laws in developing methods and techniques for obtaining results
Qualifications
Basic Qualifications:
Five years of heath care or human resources compliance operations experience.
Bachelors degree in business administration, human resources management, healthcare management, related field or equivalent related experience.
Working knowledge of state & federal labor and employment laws & regulations.
Demonstrated ability to lead professionals and manage others through influence and collaboration.
Demonstrated project management, systems and critical thinking, organization and planning, audit, policy development, and investigation skills.
Demonstrated interpersonal, verbal and written communication skills. Demonstrated conflict resolution and mediation skills with ability to secure action from persons outside their supervision. The ability to work with peers in self-managed teams to meet defined performance outcomes and deadlines. The ability to utilize sound judgment and to handle potentially charged issues independently but with knowledge and ability to escalate and ask for help when needed. The ability to multitask and manage time in order to perform well on long-term projects while being flexible enough to assimilate short term case investigations on an ongoing basis.
Demonstrated knowledge of and skill in word processing, spreadsheet, and database PC applications.
Preferred Qualifications:
Health care or management experience
Masters degree in business administration, human resources management, healthcare management, or related field.
Working knowledge of The Joint Commission (TJC) standards compliance.
