Supervisory Financial Technician

JOB SUMMARY: US National GuardAlways Ready Always There This position is located in the Army National Guard (ARNG) United States Property and Fiscal Office (USPFO), Financial Service Branch.  You will direct the work performance of and supervise Financial Services Technicians performing duties to accomplish the full range of military technician, and voucher exam (commercial accounts and travel) payment actions. This position is for a National Guard Non-Dual Status (NDS) technician only. The position meets the criteria of an NDS Management Plan as follows: The position resides within the infrastructure and support functions of the state National Guard; the person selected is not subject to mobilization, nor is the work described part of the military mission; and the person selected does not perform a key advisory or essential administrative role that is inherently military. In addition, the position meets one of the following: It does not have a comparable military function; the position is required in a full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. This appointment will be under Title 32, the National Guard Technician Act of 1968 (Public Law 90-486) which specifically excludes the use of veterans preference for appointments made under Title 32 U.S.C. 709. The starting salary range is $53,328 to $69,329 per annum, plus 12.25% cost of living allowance (COLA). More than one vacancy may be filled through this announcement should the need arise. Full Performance Level is GS-10

DUTIES:Back to top Major duties include, but are not limited to: 
  • Plan and direct military pay, technician pay, and voucher exam (commercial accounts and travel) functions to provide all technical financial support required by the ARNG supporting organizations.
  • Provide technical and administrative supervision to subordinate personnel, assigning work to achieve maximum economy, effectiveness, skill utilization, and employee motivation, and making assignments based on priorities, difficulty, and requirements of the assignment.
  • Identify developmental and training needs of subordinates and provide and/or arrange for needed developmental training.
  • Establish metrics and review performance indicators to assess the efficiency, effectiveness, and compliance with regulatory procedures.
  • Establish, develop, and maintain effective working relationships with other Financial Services Branches, supported organizations, and higher headquarters.
  QUALIFICATIONS REQUIRED:Back to top To qualify for this position at the GS-10 level, you must have at least one year of full-time specialized experience comparable in scope and responsibility to the GS-9 level in the federal service (which may have been obtained in either the public or private sectors) that required you to perform all of the following duties:  1) Directing or overseeing military or civilian pay operations; 2) Performing travel and vendor payment and verification functions; 3) Analyzing or reviewing financial transactions to identify problems and develop solutions to issues impacting accomplishment of mission requirements; 4) Developing or implementing metrics, performance indicators or an internal management control review program; and 5) Conducting internal audits to ensure efficiency, effectiveness, and compliance with regulatory procedures.
NOTE: As this is a supervisory position, applicants must have demonstrated in their work experience that they possess, or have the potential to develop, the qualities of successful supervision. An interview may be included in the evaluation process to assess these abilities. Applicants should possess proficiency or the potential to develop proficiency in the following ten competencies: 1) accountability; 2) customer service; 3) decisiveness; 4) flexibility; 5) integrity/honesty; 6) interpersonal skills; 7) oral communication; 8) problem solving; 9) resilience; and 10) written communication. Employees who are initially appointed to supervisory positions must serve a supervisory probationary period of one year.
