About the Position:
Thisposition is located at Fort Shafter, Hawaii and serves as an accountant in theAccounting and Policy Division, Office of the Deputy Chief of Staff forResource Management, U.S. Army Pacific Command (USARPAC) responsible forproviding professional accounting advice and assistance to serviced activitiesin resolving accounting problems detected by analysis or surfaced by financialmanagers.
Currentlyauthorized 12.25% Cost of Living Allowance - subject to change.

- Personnel security investigation required.
- Provides professional accounting advice andassistance to serviced activity financial managers on fund control, management accountingreports, joint reconciliations and status of allotment and reimbursementissues.
- Directs the performance of joint reviews andanalysis of open reimbursable orders and un-liquidated obligations withresponsible financial managers.
- Ensures management and control for prioryear/expired and current year/un-expired funds.
- Directs the design, development,implementation, modification, and management of programs and procedures relatedto serviced activities, analysis, and reconciliation requirements forAccounting.
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
BasicRequirements: Applicants must possess a degree in accounting or a degree in arelated field such as business administration, finance, or publicadministration that included or was supplemented by 24 semester hours inaccounting. The 24 hours may include up to 6 hours of credit in business law.(The term "accounting" means "accounting and/or auditing"in this standard. Similarly, "accountant" should be interpreted,generally, as "accountant and/or auditor.") Please note: Failure to provide transcripts will result in disqualification.
OR
A combination of education and experience: at least 4 years ofexperience in accounting, or an equivalent combination of accountingexperience, college-level education, and training that provided professionalaccounting knowledge. The applicants background must also include one of thefollowing: 1) Twenty-four semester hours in accounting or auditing courses ofappropriate type and quality. This can include up to 6 hours of business law;2) A certificate as Certified Public Accountant or a Certified InternalAuditor, obtained through written examination; OR 3) Completion of therequirements for a degree that included substantial course work in accountingor auditing, e.g., 15 semester hours, but that does not fully satisfy the24-semester-hour requirement of paragraph A, provided that (a) theapplicant has successfully worked at the full-performance level in accounting,auditing, or a related field, e.g., valuation engineering or financial institutionexamining; (b) a panel of at least two higher level professional accountants orauditors has determined that the applicant has demonstrated a good knowledge ofaccounting and of related and underlying fields that equals in breadth, depth,currency, and level of advancement that which is normally associated withsuccessful completion of the 4-year course of study described in paragraph A;and (c) except for literal nonconformance to the requirement of 24 semesterhours in accounting, the applicants education, training, and experience fullymeet the specified requirements. In addition to basic qualifications applicants must meet the following minimum requirements:
Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as:analyzing,identifying and resolving accounting data discrepancies and assisting in the preparationof financial reports.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Knowledge of Accounting and Financial Systems
Skill in Oral Communication
Ability to Execute Problematic Resolution
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-11 grade (or equivalent).
Onlydegrees from an accredited college or university recognized by the Departmentof Education are acceptable to meet positive education requirements or tosubstitute education for experience.
