JOB SUMMARY:

Hawaii Army National Guard

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.  Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

LOCATION: United States Property and Fiscal Office (O/USPFO), Hawaii Army National Guard, Kalaeloa, Hawaii.

AREA OF CONSIDERATION: Present enlisted members (E6 and below) of the US Armed Forces within the State of Hawaii.

SUMMARY OF DUTIES:

The purpose of this position is to ensure property accountability and provide installation supply assistance and instruction to units and activities within the State. 
• Processes and tracks equipment changes in Modified Table of Organization and Equipment (MTOE) or Table of Distribution and Allowance (TDA). 
• Works with units assigned in dealing with distribution and redistribution of Equipment and Assets.
• Manages and analyzes the Unique Item Tracking (UIT) reports to LOGSA for sensitive and high visibility assets. 
• Validates state asset visibility and accountability of federal assets using PBUSE. 
• Reviews, validates and establishes accountability for mobilizing units and organizations. 
• Processes PBUSE reject reports, performs S-Tops system administration, updates Standard Operating Procedures (SOP) internally and for UIC units, initiates Letters of Instruction to units and organizations, processes and manages Standard Study Number-Line Item Number Automated Management and Integrating System (SLAMIS) transactions.

PHYSICAL DEMANDS: Work is primarily sedentary, however, there may be some walking, standing, bending, and carrying of light items and/or files. No special physical demands required.

WORK ENVIRONMENT: Typical work is performed indoors in an environment involving everyday risks. The area is adequately lighted, heated/cooled, and ventilated.

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL and SPECIALIZED experiences, you may lose consideration for this position. Ensure that the Questionnaire is completed on the Application Manager.

GENERAL Experience: Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Experience using computer and automation systems.

SPECIALIZED Experience: Must have at least 12 months experience, education, or training which demonstrates a thorough knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment.  Experience conducting extensive searches for required information; reconstructing records for complex supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, or parts.  Experience performing routine aspects of supply work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management.

MILITARY TECHNICIAN COMPATIBILITY: Prior to placement in this position, the selected candidate must be assigned to a valid position in the unit of employment and be assigned militarily in CMF 92.


SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE

Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks or substantially full-time study or 30 semester hours or the equivalent).  To be creditable, applicants must submit transcripts, diplomas or other forms of completion certificates to provide verification of courses.

NOTES TO APPLICANTS: 

a.  Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b.  Permanent change of station (PCS) expenses may not be authorized for this position.  Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

c.  In addition to your application, documents of last performance appraisal must be submitted.  If the performance appraisals are not available, documents of past civilian performance, letter of recommendations, and or military performance may be submitted.  These documents will be evaluated as part of the selection process. 

d.  Applicants may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

e.  Final selection will be based upon qualifications, suitability, and available manpower resources.

f.  This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee’s Form I-9 to confirm work authorization.

g.  Cost of living allowances (COLA) vary from island to island and is authorized only for those general schedule employees entitled to such allowances.  COLA is subject to change without notice

h.  Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment.  Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.

i.  The compatible military duty assignment listed is broad in scope and does not mean that such military assignments are authorized/vacant.  The selecting official reserves the right to select the most compatible and available military assignment.  Unless otherwise stipulated in this announcement, such military assignment must be in the same unit by which employed (or a unit that is supported by the employing activity).
