About the Position: PM Field OPS mission provides worldwide operations, maintenance, sustainment and instructional support of training systems used by the U.S. Army, Air Force, Marines, Navy and Multinational Coalition Forces. Warfighter Focus (WFF) Contingency Operations Support provides live, virtual and constructive training support to U.S. Armed Forces, host nation and multinational coalition forces deployed in Iraq, Kuwait, Jordan, Afghanistan, Saudi Arabia, United Arab Emirates and Kyrgyzstan.

Serves as a Life Cycle Project Director and Customer Support Representative (CSR) at Ft. Shafter/Schofield Barracks, Hawaii. Responsible for the coordinated training services support between PEO STRI and Schofield Barracks and across the Hawaiian Islands tenant units/customers. Primarily responsible for the management of specific task orders and projects on PM Field OPS services contracts; secondarily supports the U.S. Army Pacific Command to synchronize PM Field OPS efforts to provide support to the regions training communities. Position requires routine liaison with USARPAC command and staff, USARPAC subordinate training commands and staff, platform project offices, and PEO STRI management. Other duties include providing expertise, analysis, and recommendations to senior leadership for acquisition and logistics planning, budgeting and execution, technical evaluation of contractor proposals, and evaluation of contractor performance.Ensures customer satisfaction with PEO STRI contractors and the support provided by Orlando-based PEO STRI personnel. Ensure coordinated fielding of PEO STRIs Training Aids, Devices, Simulators and Simulations (TADSS) and Instrumentation Systems at Schofield Barracks and other locations. Represents PEO STRI and demonstrates a complimentary arrangement with the PEO STRI Field Service Representative (FSR), if one is assigned. Assists in writing assigned portions of the Performance Work Statement, establishes schedules, data requirements lists, etc. Resolves problems in the sustainment area with integrated product team members. Serves as the Alternate Contracting Officers Representative (ACOR) for all assigned projects by providing contractor oversight and surveillance and ensures the completion of all contract reporting requirements.

Specialized experience: To Qualify applicants must possess One year of specialized experience equivalent to the next lower pay band (NH-02) or equivalent grade level in other pay systems. The experience also could have been obtained in the private sector, but it must demonstrate comparable experience to the NH-02 pay band indicated. Specialized experience is defined as experience equipping the applicant with: (1) Knowledge of life cycle support (LCS) of training devices, simulators and training systems. (2) Ability to plan; execute complex, multi-faceted projects within established financial and time constraints. (3) Knowledge of the organizational; functional responsibilities and operations of the organization. (4) Ability to execute projects and/or studies within established financial and time constraints. (5) Ability to oversee contractor efforts and provide quality assurance. (6) Knowledge of regulatory requirements sufficient to serve as a Contracting Officers Representative. (7) Knowledge of program planning; budgeting cycles and Program Objective Memorandum (POM) requirements. (8) Knowledge of Government contract construct and how to interpret contracts with specific experience executing service contracts and Quality Assurance Surveillance Plans (QASPs).
This is a DOD Acquisition Demonstration Project position. This position incorporates the former GS-12 to GS-13 level equivalent.
The position is subject to broadband Pay Lanes within PEO STRI.
Time in Grade Restriction: Applicants must have 52 weeks of Federal service at the NH-II or equivalent GS-11 grade.

Completion of mandatory Defense Acquisition Workforce Improvment Act Career Field certification requirements for this position is a condition of employment and must be accomplished within 24 months of assignment.
Temporary Duty (TDY) travel is approximately 25 percent.
