Plan President HI, Community and State

This Senior Leadership Position directs the strategic development, growth and operations of the Hawaii health plan. Overall goals of this position are to meet revenue, membership and operating income objectives, develop key provider affiliations, establish an influential relationship with the state, direct and effectively develop strategic goals into specific business plans, and create a successful, collaborative team of people to achieve these goals.

The successful incumbent will oversee all aspects of profit-and-loss, driving overall performance, leading strategic planning and managing a state-based operation through a matrixed team. Working closely with the UnitedHealthcare Community and State Leadership Team, the Health Plan Executive Director will become familiar with the established vision, mission and strategies of the organization and will build on these to effectively define, articulate and address the current and future needs and priorities of the local market.

Additional responsibilities to include:

Ultimately accountable to plan, direct, operationalize, manage and evaluate all state health plan functions located and executed in the state and by related state personnel. Carries out supervisory responsibilities in accordance with established policies and applicable laws.
Ensures a state health plan provider network, including hiring and managing local staff.
Assists in defining contract terms and rate adjustments.
Builds and manages a compliant, member-marketing department
Ensures shared services provides excellent service to state customers, i.e. members and providers. Assists in detecting service problems and coordinating solutions with matrixed/shared service partners.
Ensures business operations are in compliance with applicable state and Federal laws and with contractual obligations to state Medicaid, providers and others.
Understands thoroughly and administers the contracts for all lines of business within the state.
Participates in formulating and administering company policies and developing long-range goals and objectives as they relate to the state health plan.
Represents the state health plan professionally to customers such as state Medicaid and other important business relationships. Establishes and maintains excellent business reputation.
Monitors state activities, costs, operations, etc. to determine progress toward state objectives.

Qualifications:

Bachelors degree and MBA preferred
Minimum of 10 years operations experience in a Medicare/Medicaid industry, at-risk managed care environment
Previous P&L experience required
Experience in strategic planning and development
Demonstrated successful leadership skills in program execution and people management
Proven leadership skills in both internal and external environments
Ability to execute to short and long term growth and profitability targets
