This position is located on Schofield Barracks, Hawaii whichis nestled at the foot of the Waianae mountain range on the island of Oahu.Schofield Barracks is located a few miles from the towns of Wahiawa andMililani and is 17 miles from Honolulu. You will serve as a Budget Analyst forone of the largest field organizations. Your responsibilities include executing,formulating, and justifying a major segment of the organizations budget ortotal budget for one or more funds, provide financial advisory services,provide full range of financial information services, identify and analyzetrends in receipts, obligations, and expenditures, and monitor budget levels toensure legal/efficient use of funding.
QUALIFICATIONS REQUIRED:Back to topIn order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: analyzing budget requests, productivity, workload, program accomplishments and identify reprogramming between budget accounts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
· Analyzebudget requests, productivity, workload, program accomplishments and identifiesreprogramming between budget accounts.
· Formally present budget to management and attendspresentations to consult, define estimates, answer questions, and provideclarification.
· Complies, allocates, justifies and distributes approvedbudgets by organization, individual activity, or functional area.
· Provide guidance to customers, functional area specialist,and management regarding financial systems and budget/financial information.
· Monitors, reviews, and develops reports of budget policiesand procedures, total budget, and the development of financial plans.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-09 grade (or equivalent).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:
Ph.D.or equivalent doctoral degree

3full years of progressively higher level graduate education leading to such adegree
