Americas Logistics Combat Support Agency

The Defense Logistics Agency (DLA) is a U.S. Department of Defense (DoD) agency. DLA provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides logistics support to other DoD Components and certain Federal agencies, foreign governments, international organizations, and others as authorized.

As a Purchasing Agent, you will be responsible for the following duties:

  • Tracks and purchases a variety of supplies, services and equipment using the Standard Procurement System (SPS)/Procurement Desktop Defense (PD2) System and Material Access Technology (MAT) System.
  • Accomplishes purchases through informal open market methods and competitive bid procedures to support the industrial effort.
  • Reviews the requisitions for accuracy and ensures proper procedures are followed and supporting documents such as propriety statement, urgency impact statement or certification are attached.
  • Accomplishes solicitation, awards and modifications through PD2.
  • Makes decisions on the method of purchase.
  • Analyzes purchase requests for adequate purchase descriptions, proper authorization of funding and special approvals, when applicable.
  • Provides written data/documentation with explanations for rejections and the corrective action required of customer when requirements are lacking.
  • Prioritizes workload in accordance with originators required delivery time schedules.
  • Prepares worksheets, documentation and conduct market research to identify best method of procurement.
  • Determines method of solicitation and establishes reasonable quote time based on type of requirement, urgency of need and knowledge of commodity.
  • Makes firm commitments on orders for supplies and services utilizing Blanket Purchase Agreements (BPA), Purchase orders including Indefinite Delivery Type Contracts (IDTC), and Federal Supply Schedules (FSS) up to $150K.
  • Purchases a large volume of high priority material with a very short procurement lead-time that requires immediate purchase action.

ABOUT THE POSITION:  This is an Acquisition, Technology & Logistics (AT&L) Workforce position in the Purchasing career field.  The incumbent will be required to become DAWIA certified at Level II (2) in the Purchasing career field within 24 months, unless a Position Requirements Waiver is approved to extend the 24 month period.  AT&L position requirements will be used in the evaluation criteria.

To qualify for a Purchasing Agent, you will be responsible for the following duties:

One (1) year of specialized experience that equipped you with the particular knowledge, skills and abilities (KSA’s) to successfully perform the duties of the position and is directly in or related to this position.  To be creditable, specialized experience must be equivalent to the GS-06 grade level, and that experience is equivalent under other pay systems in the Federal service, military or private sector which is in or directly related to the work of this position.  You must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement.  Examples of creditable specialized experience are identified in the major duties of this announcement and may also include:

  • Reviews the specifications outlined by the customer to ensure information pertaining to the performance period, contractors obligations, products expected, etc., is clear and adequate.
  • Determines reasons for lack of vendor response and brainstorm solutions for amendments to purchase descriptions with the customer and others.
  • Purchases modified equipment or equipment repair services for assigned organizations.
  • Prepares contract modifications, identifies the circumstances prohibiting modification and applies procedures for completing modifications in accordance with existing regulations and sound judgment.

Your qualifications will be evaluated on the basis of your level of competency (knowledge, skills and abilities) in the following areas:

  • Knowledge of purchasing regulations, methods, procedures and business practices.
  • Ability to successfully award contracts.
  • Knowledge of post award procedures.
  • Ability to communicate tactfully and effectively with customers and suppliers both orally and in writing.
  • Knowledge of price analysis, techniques and skill in analyzing proposals.
