Supervisory Program Manager at Fort Shafter

JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
The Pacific Ocean Division (POD) is located in Honolulu, HI with four subordinate districts located in Alaska, Hawaii, Korea, and Japan, each of which has numerous field and resident offices widely dispersed over the entire Pacific Ocean area. Their programs and projects span a geographical area from Alaska, to the Hawaiian Islands to the Territories of Guam and American Samoa, the Commonwealth of the Northern Mariana Island, Japan, and Korea. The POD mission includes oversight of planning, design, construction, operations, and real estate functions, executing a diverse range of primarily military programs with projects such as deep-water commercial ports, small boat harbors, construction of flood-control structures and projects to prevent shoreline erosion, environmental restoration, environmental clean-up of contaminated sites, protection of wetland to preserve our vital national resources, natural disaster and emergency readiness response.

    As Chief, Civil Works Integration Division, the incumbent will be the keystone individual responsible for the command and control, regional interface, quality assurance, and program management of the Investigations, Construction, Operation and Maintenance, and Regulatory functions of PODs Civil Works mission. The position serves as the primary point of contact for all Civil Works related issues; the primary interface with PODs Civil Works districts, stakeholders, higher headquarters, and Congressional Staff; and serves in the multifunctional role representing POD as the Divisions Operations and Maintenance Chief, Regulatory Chief, Programs Management Chief, and Planning Chief. The position responsibilities also include the formulation, defense, and execution of the Divisions annual Civil Works budget and program; oversight of the Corps second largest regulatory district; and operation and maintenance oversight of strategic and economically vital navigation projects serving the State of Alaska, the State of Hawaii, the Territories of American Samoa and Guam, and the Commonwealth of the Northern Mariana Islands.

    In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

     

    Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as: experience managing a Civil Works program and working directly with high level government and non-government officials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

     

    You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

    • Ability to Lead a Team

     

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).


    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
