About the Position:
You will serve as anaccountant in the Accounting and Policy Division, Office of the Deputy Chief ofStaff, G-8, U.S. Army, Pacific (USARPAC), responsible for providing managerialaccounting advice and assistance in establishing and maintaining the accountingprograms such as travel, contracts, purchase cards and procedures necessary toensure the adequacy, accuracy and effectiveness of the serviced activitiesfinancial reporting system for receiving, controlling and monitoring the use offunds. You will provide professional accounting, analysis, reconciliation,advice, and assistance in resolving discrepancies between records; participatein joint reviews and reconciliations and reports on status of funds, trends,budget objectives; and ensure adherence to standards or policy requirements.

- Provides management accounting areports and professional accounting advice to program directors.
- Monitors, reconciles, and analyzes the status of installation fund reports, management accouting reports, related subsidiary records and general ledger balances for the program director.
- Schedules, coordinates and performs formal joint review and analyses, with the program director.
- Establishes and maintains commitment ledgers for expired funds for the program director and certifies prior year fund availability for proposed obligation adjustments or fund withdrawals.
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Basic Requirements: Applicants must possess a degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") Please note: Failure to provide transcripts will result in disqualification.
OR
A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicants background must also include one of the following: 1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience fully meet the specified requirements. In addition to basic qualifications applicants must meet the following minimum requirements:
Experience required: To qualify based on your work experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: analyzing, identifying and resolving accounting data discrepancies to include unmatched disbursements, unmatched collections and travel, and assist in the preparation of financial reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Knowledge of Accounting and Financial Systems
- Ability to Prepare Financial Reports
Skill in Oral Communication
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-09 grade (or equivalent).
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Education may be substituted for experience. Completion of a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education in finance, accounting, public administration, or a closely related degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
OR
A combination of specialized experience and graduate level education is qualifying. The percentage of required education plus the percentage of the required experience must equal 100 percent.
Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
