This position is the Navy Munitions Command, East Asia Division (NMC EAD) Explosive Safety Manager for Navy Region Hawaii (CNRN)/Joint Base Pearl Harbor-Hickam (JBPHH) located at Pearl Harbor, Hawaii, West Loch Annex.

 

    KEY REQUIREMENTS

  • Selectee may be required to successfully complete a probationary period.
  • This is an Emergency Essential position.

As a Supervisor Explosives Safety, your duties will include but are not limited to:

  • Planning, developing, administering, and evaluating a comprehensive explosive safety program.
  • Directing explosives safety ordnance operations.
  • Performing inspections and surveys of explosive facilities, equipment, operations.

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered.   Your resume is the key means we have for evaluating your skills, knowledge, and abilities, as they relate to this position. Your resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector with leadership experience in performing explosives safety functions. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of qualifying experience may include:

  • Performing inspections of ordnance handling facilities, equipment or operations.
  • Advising on the safe handling, storage, or disposal of explosives. 
  • Conducting explosives safety training.

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

 

Selectee is required to participate in the Department of Defense direct deposit of pay program.

 

You may be required to complete a one-year supervisory or managerial probationary period.

 

This is an Emergency-Essential position. In the event of a crisis situation of war, the incumbent must continue to perform assigned duties to support mission requirements until relieved by proper authority.

A Secret security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal.   If you possess a security clearance, please indicate the level and termination date in your resume.

Work may require travel on a regular basis.

 

You may be required to work overtime and may be recalled to duty.

 

A valid driver’s license is required. 

 

You are required to observe all safety precautions applicable to assigned duties and report any unsafe conditions ore equipment to supervisor. Each employee shall wear or use appropriate protective clothing or equipment when needed in the performance of work.
