This position resides within the Human Resources Office (HRO), of Naval Facilities Engineering Command (NAVFAC) Hawaii, Honolulu, Hawaii.  NAVFAC is the Facilities and Expeditionary Combat Systems Command that delivers and maintains quality, sustainable facilities, acquires and manages capabilities for the Navy’s expeditionary combat forces, provides contingency engineering response, and enables energy security and environmental stewardship.  This position is a Supervisory Human Resources Specialist (Labor and Employee Relations) under the Human Resources Office (HRO) and is tasked with providing Labor and Employee Relations support to the organizations. 

 

 

    KEY REQUIREMENTS

·  Serving as chief negotiator during labor negotiations.

·  Serving as consultant to management officials in the implementation of the labor-relations programs of the command.

·  Maintaining contacts with union and management officials to discuss issues of mutual interest and solve problems informally.

·  Advising management on employee relations issues (e.g. performance management, employee discipline, grievances, and work life programs) to support organizations and staff.

·  Assisting managers in identifying the appropriate course of action to ensure action is consistent with the facts and organizations policy on discipline.

·  Assigning work to subordinates based on priorities, selective consideration of difficulty and requirements of assignments, and the capabilities of employees.

·  Acting as command authority on the interpretation and application of Federal Service Labor-Management Relations Status and related directives.

·  Responding to employee and labor union grievances and appeals in writing.

·  Coordinating multiple labor relations and employee relations programs to meet immediate and long range needs of the command.

Specialized experience must demonstrate the following:

1) dealing with union representatives concerning the interpretation of agreements;

2) advising and participating in consultations and negotiations between management and labor organizations;

3) preparing disciplinary, adverse, and performance based actions; and

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.
