JOB SUMMARY:

About the Position:
The Army Emergency Relief Specialist serves as a member of the Financial Readiness Team of Army Community Services at Schofield Barracks, HI. The Financial Readiness Program offers a variety of services to assist Soldiers and their families with their financial affairs. Salary includes applicable locality pay.

Currently authorized 12.25% Cost of Living Allowance (COLA), subject to change.

As an Army Emergency Relief Specialist you will administer the Army Emergency Relief Program which provides financial assistance to members of the military, both active and retired, and dependents under various types of service connected emergency situations. Determine the financial status of the military member and/or dependents through interviews or discussion with the finance office, military pay or other channels of information. Conduct follow-up interviews to determine if aid should cease, continue, increase or decrease. Establish liaison with and referral to local, county, and state welfare agencies. Prepare and maintain financial records and reports. Refer the military member and/or dependents to other agencies if it is determined that further financial counseling is required. Responsible for the organization, publicity, training, contribution processing, overall accountability, periodic updates, and after action reporting for the annual Army Emergency Relief Campaign.

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: providing administrative support to programs granting emergency financial assistance and/or briefing a variety of audiences on financial assistance programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities)in the following areas:

  • Skill in Financial Planning Advisory Services
  • Ability to Coordinate Ancillary Financial Relief Services
  • Skill in Program SupportCredit will be given for appropriate unpaid experience or volunteer work.

    Some federal jobs allow you to substitute your education for the required experience in order to qualify.

    For this job, you may qualify if your education meets the definitions below:

    Possession of a PhD OR equivalent doctoral degree OR 3 full years of progressively higher graduate education leading to such a degree OR LL.M, if related.

    Combinations of successfully completed education and specialized experience described above may be used to meet total qualification requirements at the GS-11 level. (Note: you must attach a copy of your transcripts to your application package.)

    HOW YOU WILL BE EVALUATED:

    Basis for Rating: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified. Veteran preference eligibles are listed ahead of non-preference eligibles within each quality category.
