Budget Analyst at Schofield Barracks

JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This position is located on Schofield Barracks, Hawaii which is nestled at the foot of the Waianae mountain range on the island of Oahu. Schofield Barracks is located a few miles from the towns of Wahiawa and Mililani and is 17 miles from Honolulu. Oahu is the third largest island in the Hawaiian chain. It is home to about three-fourths of the states population.Honolulu is the state capitol and the 11th largest U.S. metropolitan city. Waikiki, the most world-renowned site in Oahu, is the top visitor destination of the state. The island is very geographically diverse with mountains, rainforest, volcanic craters, tropics, beaches and much more.     KEY REQUIREMENTS
  • Must obtain and maintain a Secret Security Clearance.
  • Must be able to work overtime on an emergency basis.
  • Must be able to perform On-Call duties on a routine basis.
  • Must obtain and maintain a valid State drivers license.
  • Must be able to perform temporary duty (TDY) as required.

Develops cost factors, ratios, tests andother means of evaluation the status of funds for area of responsibility. Reviews and analyzes budget policy requiredfor the administration of programs to ensure conformance with higher levelguidance. Revises and/or edits narratives andquantitative data to ensure accuracy and consistency with the budget executionprogram. Performs budget execution review an analysisof approved operations budget. Recommends reprogramming of funds betweenaccounts and programs to finance new and/or revised requirements and to supportthe accomplishment of planned operations. Performs planning and analysis work toformulate budget. Develops, maintains, review and analyzesbudget submission.

In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as: analyzingand reporting budget data, reprogramming funds between accounts and executing abudget for an entire command.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09. 

 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

 

KNOWLEDGE OF BUDGET POLICY AND PROCEDURES

SKILL IN ANALYZING BUDGET DATA

SKILL IN BUDGET EXECUTION

ABILITY TO COMMUNICATE IN WRITING

 

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-09 grade (or equivalent).


Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your educaiton meets the definitions below: 

 

Successfully completed a PhDor equivalent doctoral degree or 3 full years of progressively higher levelgraduate education leading to such a degree or LL.M., (if related).
