The incumbent serves as Commander, Naval Meteorology and Oceanography Command’s (COMNAVMETOCCOM) representative to U.S Pacific Fleet Naval Component Commander (PACFLT) staff in its specific assigned Area of Responsibility (AOR).

Work with staff oceanographer(s) and conduct liaison with Naval Component Commander staff to facilitate the development of requirements for Naval Oceanography products and services

Conduct liaison with staff personnel and international entities for the coordination of Naval Oceanography (NO) Security Assistance (SA) and Theater Security Cooperation (TSC) activities.

Negotiates and implements government to government Memoranda of Agreement (MOA) with countries in the assigned Oceana region.

Serves as COMNAVMETOCCOM’s primary focal point for daily interaction.

Responsible for all coordination, planning, programming, and implementation of cooperative efforts with host governments.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:

  • Expert knowledge of theories, concepts, principles, and practices of meteorology, oceanography and hydrography in operational and military applications.
  • In-depth knowledge of Naval Component Commanders (COMPLACFLT) role and mission and skill to resolve new and unique Meteorology and Oceanography Command (METOC) problems.
  • Expert communication skills in dealing with written and oral media.
  • Ability to adapt to changing and difficult requirements, to assess current and alternative environmental product and service needs.
  • A bachelor’s or higher degree:  physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
  • OR
  • Combination of education and experience—education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

 

Selectee is required to participate in the Department of Defense direct deposit of pay program.
