Distribution Planning Engineer at Honolulu

Job Description


Job Function

Under the professional leadership of the Principal and Lead Engineers, evaluates and recommends alternatives for the logical and orderly development and enhancement of HECOs sub-transmission and distribution systems. Assumes Circuit/Area Ownership role and responsibilities as outlined in the Asset Management Strategy.


Fundamental Responsibilities 

  • Forecasts normal loads for all distribution substation transformers and circuits assigned. Analyzes sub-transmission and distribution substation transformers and circuits assigned to identify potential normal and emergency overloads and abnormal voltage conditions. Develops alternatives for solving the potential normal and emergency overloads and abnormal voltage conditions and single-line diagrams for the various alternatives and obtain cost estimates. Evaluates and recommends alternatives for the logical and orderly development and enhancement of HECOs electrical sub-transmission and distribution systems. Initiates sub-transmission and distribution projects for the Capital Budget and prepares studies and presentations as needed to justify projects to HECO management and the Public Utilities Commission.
  • Prepares short and long range distribution studies, system protection, short circuit, under-frequency, load flow, power quality, reliability, voltage drop, losses, and other engineering plans, reports, studies, and presentations.
  • Evaluates and recommends substation, circuit, duct, and protection requirements for large customers and subdivisions. Prepares single-line diagram to indicate the circuiting requirements for the large customers and subdivisions.
  • Prepares and/or reviews plans, diagrams, design calculations, and other engineering studies. Prepares reports and conducts field inspections. Participate in various committees, task forces, and special projects which require knowledge of the sub-transmission and distribution systems.
  • Researches and develops new or improved techniques and procedures and/or new or refined equipment, materials, products, or scientific methods.
  • Investigates or researches practices of other utilities. Checks studies and designs of consulting engineers. Keeps abreast of political, regulatory, and technical changes, innovations, and progress related to functional area.

Knowledge Requirements:

  • Bachelor of Science degree in Electrical Engineering or equivalent of the degree in appropriate education and experience required. Emphasis in the field of Power System Analysis is highly desirable.
  • Technical knowledge of methods of economic analysis, and principles of electrical engineering in the field of power system analysis including load flows, power quality, reliability, voltage drop, losses, short circuit analysis, and system protection.
  • Working knowledge of personal computers and/or mainframe systems and related software applications such as; micro-station, spreadsheets, word processing, etc.
  • Working knowledge of the principles of utility rates and tariffs, PURPA, and general energy issues.

 

Skills Requirements:

  • Ability to work with a variety of individuals occasionally dealing with sensitive, difficult, or confrontational issues while using tact, courtesy, and discretion.
  • In depth analytical, organizational, and conceptual skills to handle various projects and programs.
  • Ability to remain flexible and handle multiple projects in a demanding work environment and adapt to rapidly changing priorities.
  • Excellent written, oral, and presentation skills.
  • Strong interpersonal skills to influence and persuade various groups or individuals.

 

Experience Requirements:

  • Multiple (5-7) years of electric utility experience in power system planning, design, or operations.
  • Professional Engineer Registration in State of Hawaii, Electrical Engineering required to demonstrate competency and credibility in planning HECOs electrical distribution system.

Highly Desirable:

  • Working knowledge and experience in T&D design and/or operations
