This positon is being filled under the TCF Hybrid Title 38 Program.  TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.  The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. 

 

Individuals selected follow a formal training plan for 2 years during which they are trained, coached, and supervised by a preceptor.  Preceptors are selected expertise, their commitment to training and the suitability of their facility as a training location.

 

Selectees will be required to sign Mobility, Training, Continued Service and participant Agreements.

The Prosthetic Representative (TCF Participant) administers, supervises, or performs work concerned with rendering Prosthetic and Sensory Aids Services to disabled patients. Duties include but are not limited to: Planning, developing, and directing a Prosthetic and Sensory Aids Program; serving as an advisor to clinicians with regard to selection, prescription, and acquisition of prosthetic devices; interesting prescriptions of clinicians in order to make certain that proper prosthetic devices are selected for, or by, the patients; authorizing the purchase, fabrication or repair of prosthetic devices; participating in investigative/research project studies; giving technical and administrative advice and assistance on prosthetic problems to other facilities.

  • Assists in developing local organizational policies and procedures consistent with National and VISN policies and procedures;
  • Assists in authorizing and preparing purchase orders;
  • Assists in developing statement of work for service contracts;
  • Monitors contracts for compliance to statement of work;
  • Receives, analyzes, and processes request for prosthetic equipment and services;
  • Identifies and selects National CMS/Health Care Procedural Coding System (HCPCS) codes
    • Monitors HCPCS codes to ensure proper purchasing and/or billing to include reporting
    • Assists in establishing long and short term VISN and local goals;
    • Responds to a variety of correspondence i.e., Veterans, VSO, Congressional, and all other stakeholders

BASIC REQUIREMENTS: 

·  U.S. citizenship.  Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA policy.

·  Three years of experience that demonstrates:  knowledge of accounting methods; ability to analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; ability to compile, research, analyze, comprehend, and apply information or data; and ability to work as a team member in a group setting.

  OR,

Education.  Education equivalent to a bachelor’s degree from an accredited university or college. 

  OR

Experience/Education Combination.  Equivalent combinations of experience and education are qualifying.

GRADE DETERMINATIONS:
 

GS-7

Experience.  In addition to the basic requirements, 1 year of experience equivalent to the next lower level.  In addition, the candidate must demonstrate the following KSAs:

Advanced Entry Level Placement.  See VA Handbook 5005, Appendix G17.  Appropriate bachelor’s degrees include business; those in a medical field, e.g., kinesiotherapy, occupational therapy, physical therapy, orthotics, prosthetics, nursing, etc.; public administration; health administration; or those in related courses of study.

Demonstrated Knowledge, Skills, and Abilities

1.  Ability to understand and apply procedures, regulations, and laws.

2.  Knowledge of procurement practices.

3.  Knowledge of appropriations and obligations relating to accounts.

4.  Knowledge of general anatomy and medical terminology.

5.  Knowledge of principles and practices of budget formulation and execution

Assignment.  Employees at this grade level typically serve in a prosthetic representative career development position, or as a prosthetic representative who does not have signatory authority.

Physical Requirements:  Prosthetic Representative Functional Requirements:  Moderate lifting (15-44 lbs); Moderate carrying (15-44 lbs); Reaching above shoulder; Use of fingers; Both hands required; Walking (up to half hour); Kneeling (up to half hour); Repeated bending (half hour); Climbing legs only (half hour); Operation of motor vehicle; Ability for rapid mental and muscular coordination simultaneously; Ability to distinguish basic colors; Hearing (aid permitted); and dealing with individuals and groups and being able to adjust to difficult or stressful situations.
