THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

  • Reviewing Environmental Impact Statements (EIS) to ensure compliance with National Environmental Policy Act (NEPA).
  • Developing cost estimates for NEPA EIS.
  • Writing statements of work for NEPA EIS contract task orders.
  • Briefing senior officials on progress and issues related to NEPA EIS.

BASIC EDUCATION REQUIREMENT FOR PHYSICAL SCIENTISTS:

A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or

A combination of education and experience, education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.  NOTE: YOU MUST SUBMIT A COMPLETE COPY OF YOUR TRANSCRIPTS OR AN ITEMIZED LIST OF COLLEGE COURSES WHICH INCLUDES EQUIVALENT INFORMATION FROM THE TRANSCRIPT.SPECIALIZED EXPERIENCE REQUIRED FOR THIS POSITION:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: 1) Writing Environmental Impact Statements (EIS), 2) Managing EIS project funding and schedules, and 3) Overseeing administration of EIS contract task orders to ensure work is completed in accordance with contract specifications.

REQUIREMENTS:

All qualifications requirements must be met by the closing date of this announcement and clearly documented in your resume.

Selectee is required to participate in the Department of Defense direct deposit of pay program.

A 40 hour work week is typical for this position.

This position is being recruited for at the full performance level.
